BIS Updates - April 2026

1. Morpholine (Quality Control) Order, 2020 – Temporary Suspension of BIS Compliance

Ministry: Ministry of Chemicals and Fertilizers (Department of Chemicals and Petrochemicals)

The Ministry of Chemicals and Fertilizers (Department of Chemicals and Petrochemicals) has amended the Morpholine (Quality Control) Order, 2020 (originally notified vide S.O. 1893(E) dated 16.06.2020).

Amendment in Para 2: A new proviso has been inserted as under:

“Provided that to prevent any disruption of supply chain of the said goods or article, the conformity to such Indian Standard shall not be applicable for the period from the 1st April, 2026 to 1st July, 2026.”

Effect of this Order: Compliance with the Indian Standard for Morpholine is temporarily suspended for three months (01.04.2026 to 01.07.2026) in view of global supply chain disruptions, to ensure uninterrupted availability of Morpholine in the marke

2. Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026

S.O. 1739(E) | New Delhi, 06 April 2026 | Effective 01 October 2026

Ministry: Ministry Of Commerce And Industry (Department For Promotion Of Industry And Internal Trade)

Applies to all household, commercial & similar electrical appliances (rated voltage ≤250 V single-phase / ≤480 V others, including DC & battery-operated).

Mandatory Requirement: Must conform to IS 302 (Part 1): 2024 / IEC 60335-1: 2020 and bear the BIS Standard Mark under licence.

Implementation:

· General: 01 Oct 2026

· Small Enterprises: 01 Jan 2027

· Micro Enterprises: 01 Apr 2027

Covers 90 categories (vacuum cleaners, cookers, fryers, heaters, food processors, commercial kitchen machines, etc.).

Exemptions: Exports, limited R&D imports (200 units/year), and pre-implementation stock (6 months sell-off for certified manufacturers).

Effect: Mandatory BIS certification for listed electrical appliances from 01.10.2026 (phased for MSMEs) to ensure safety.

3. Temporary Suspension of n-Butyl Acrylate Quality Control Order

Order No. S.O. 1854(E) | New Delhi, 10 April 2026 | Immediate Effect

Ministry: Ministry of Chemicals & Fertilizers

The Central Government has amended the n-Butyl Acrylate (Quality Control) Order, 2021 (originally notified vide S.O. 5438(E) dated 24.12.2021) by inserting the following proviso in Paragraph 2:

“Provided that to prevent any disruption of supply chain of the said goods or article, the conformance to such Indian Standard shall not be applicable for the period from the 10th April, 2026 to 10th July, 2026.”

Effect of the Order: Compliance with the Indian Standard for n-Butyl Acrylate is temporarily suspended for three months (10.04.2026 to 10.07.2026) in view of global supply chain disruptions, to ensure uninterrupted availability of the product.

4. The Ministry of Steel, on 27 April 2026, issued an Order exempting certain stainless steel flat semi-finished and final products from mandatory BIS compliance under relevant Quality Control Order.

In response to various representations received from Micro, Small, and Medium Enterprises (MSMEs), the Government of India has granted this exemption to several grades of stainless steel fllat products covered under the following Indian Standards:

· IS 6911: Stainless steel plate, sheet and strip - Specification,

· IS 5522: Stainless steel sheets and strips for utensils - Specification,

· IS 15997: Low nickel austenitic stainless steel plate, sheet, and strip for utensils and kitchen appliances - Specification, and

· IS 14650: Unalloyed and Alloyed Steel Ingot and Semi-Finished Products for Re-Rolling Purposes - Specification

The exemption is valid for imports having a Bill of Lading with a shipped-on-board date on or before 26 October 2026. This effectively provides a crucial six-month window to import these products in India without any requirement of BIS compliance under the relevant Indian standards.
