Key Highlights of Tariff Rate Quota (TRQ)

Who Releases TRQ?

DGFT issues notifications, public notices, and trade notices announcing

  • New TRQ allocations

  • Guidelines for application

  • Eligibility criteria

  • Quota quantities and applicable duties

TRQ Authorization Validity

TRQ authorization will be valid for imports for one year from the date of issuance of the authorization

TRQs Under FTAs / CEPA / CECA / WTO

TRQs are often offered as part of international agreements such as

  • India–UAE CEPA

  • India–ASEAN CECA

  • India–South Korea CEPA

These allow preferential import of specified products from partner countries only, under WTO or bilateral obligations.

Example: Import of gold from UAE at reduced duty under CEPA.

Standalone TRQs (Independent of FTAs)

India also announces TRQs independently to support

  • Agricultural imports (like yellow peas, milk powder, maize)

  • Industrial requirements

These are open to any country or to specific suppliers, and are notified by DGFT.

Example: Import of milk powder or pulses at concessional duty for actual users in India.

Import Management System

Tariff Rate Quota (TRQ)

What is TRQ

The Tariff Rate Quota (TRQ) Scheme is a trade facilitation mechanism under India’s Foreign Trade Policy that allows eligible importers to bring in specified quantities of certain goods at lower customs duty rates. Once the quota limit is exhausted, imports of the same goods are subject to higher (normal) duty rates.

In India, the Directorate General of Foreign Trade (DGFT) under the Ministry of Commerce and Industry is responsible for releasing new Tariff Rate Quotas (TRQs).

Applicability of TRQ

Manufacturer exporters with or without supporting manufacturer(s), merchant exporters tied to supporting manufacturer(s) and service provider(s); and service providers.
