With an aim to contain imports of sub-standard goods and boost domestic manufacturing the Central Government has come out with quality control orders (QCOs) for various products such as consumer goods, rubber, paper and light engineering etc. For such products the Central Government directs mandatory use of standard mark under a license or certificate of conformity from Bureau of Indian Standards (BIS) through the issuance of QCOs. 

BIS license/certification is mandatory for manufacturers of a particular product before it is introduced in the market as the certification is the only document specified by the Indian government that confirms the quality of the products that are being marketed in India.

It is pertinent to note the following essentials before filing an application for BIS license:

The BIS license shall be granted only to the manufacturers and not to the importers or the sellers. However, the importer can act as an authorized Indian representative on behalf of the foreign manufacturer and submit the application to BIS. The final license shall be granted to the manufacturer.

If the same manufacturer has multiple factory locations for one product, then a separate BIS licence shall be required for each location.

Each product needs a separate BIS licence. However, if the same product has different models, then the same may be covered under one license.

The product must meet its specific Indian Standard requirements.

Preparation of application as per the procedures prescribed by the BIS and filing of the application before the BIS;

​The sanitary import permit is a document issued under Section 3 (a) of the Livestock Importation Act 1898 authorising import of livestock and livestock products. It is not a licence but it communicates the sanitary requirement to be fulfilled by the exporting country before the entry of livestock product into India. It is issued by the Department of Animal Husbandry and Dairying, Government of India. This permit is essential for importing livestock products into India to ensure that they meet the necessary health and safety standards and plays a critical role in mitigating the potential risk of introducing exotic diseases into India through imported livestock products. The following can apply for a sanitary import permit: (a) An individual/ importer having valid Import Export Code (IEC) and involved in trading and marketing of various livestock product; and (b) industries that require livestock for further processing.
