Export Management System

Restricted Exports

Not all goods can be exported freely from India. Certain categories of items—due to national security, international treaties, scarcity, or sensitive end-use—are placed under the "Restricted" category in the ITC (HS) Classification of Export & Import Items. Exporting these requires a special permit called a Restricted Export Authorisation issued by the Directorate General of Foreign Trade (DGFT).

At Commercial Consultancy Counsel (CCC), we help businesses obtain necessary export authorisations swiftly.

SCOMET

In India, the export of dual-use items—goods, software, or technology that can be used for both civilian and military applications—is tightly regulated. These items fall under the SCOMET List (Special Chemicals, Organisms, Materials, Equipment and Technologies), and their export requires a SCOMET License from the DGFT (Directorate General of Foreign Trade)

Frequently Asked Questions (FAQs) for SCOMET License

Why is SCOMET mandatory?

A SCOMET license is mandatory because it governs the export of sensitive, dual-use items that can be used for both civilian and military purposes. These items pose potential national security risks and are strictly regulated under India's foreign trade policy and international non-proliferation commitments. Exporting such goods without a valid license can result in severe penalties, including seizure, fines, and cancellation of export privileges. The license ensures proper end-use, responsible trade, and compliance with global security norms.

How do I know if my product falls under the SCOMET List?

The product must be checked against the detailed SCOMET List published in Appendix 3 of Schedule 2 of the ITC (HS) classification. CCC can assist in technical classification and confirm whether your product requires licensing.

Can I export a SCOMET item without a license if it’s for research or a demo?

No. Even if the item is for R&D, testing, academic collaboration, or friendly use, a SCOMET license is required if it appears in the notified list. The DGFT evaluates end-use and end-user before approval.

What is the typical processing time for a SCOMET license?

The processing time varies based on the product, end-use, and destination country. For most categories, it can take 4 to 8 weeks.
