BIS & QCO Update (Nov 2025) – Complete List of Recently Rescinded & Deferred QCOs

A comprehensive industry update based on multiple notifications issued in November 2025.


The Government has issued several notifications across different Ministries, either rescinding or deferring Quality Control Orders (QCOs) to ease compliance requirements for manufacturers, importers, EPC players, and downstream industries. The notifications reflect a coordinated push towards reducing regulatory burden and supporting industry readiness.



Below is a clean, simplified summary with every QCO clearly mentioned as per the official notifications.



1. Electrical Equipment QCO (EEQCO, 2020) — Implementation Deferred


Notification:

S.O. 5038(E) dated 6 Nov 2025


Ministry:

Ministry of Heavy Industries


Deferred:

Implementation of the Electrical Equipment (Quality Control) Order, 2020 is postponed for all eight product categories, except one.


Still Applicable:

Only for the product listed at Sr. No. 1.1(a):

  • AC Circuit Breakers (Category A) – all ratings up to 630 A, up to 440V AC




2. Chemical & Petrochemical QCOs Rescinded


Notification:

Orders dated 12 Nov 2025


Ministry:

Department of Chemicals & Petrochemicals (DCPC)


The following 14 QCOs have been withdrawn with immediate effect:

  1. 100% Polyester Spun Grey and White Yarn QCO, 2023

  2. Acrylonitrile Butadiene Styrene (ABS) QCO, 2021

  3. Ethylene Glycol QCO, 2021

  4. Ethylene Vinyl Acetate (EVA) Copolymers QCO, 2022

  5. Polycarbonate QCO, 2021

  6. Polyester Continuous Filament Fully Drawn Yarn (FDY) QCO, 2023

  7. Polyester Industrial Yarn (IDY) QCO, 2022

  8. Polyester Partially Oriented Yarn (POY) QCO, 2023

  9. Polyester Staple Fibres (PSF) QCO, 2022

  10. Polyethylene Material for Moulding & Extrusion QCO, 2022

  11. Polypropylene (PP) Material for Moulding & Extrusion QCO, 2024

  12. Polyurethanes QCO, 2021

  13. Polyvinyl Chloride (PVC) Homopolymers QCO, 2024

  14. Terephthalic Acid (TPA) QCO, 2021


These removals significantly ease import and manufacturing compliance in the polymers, fibres, and raw-materials ecosystem.




3. Machinery & Electrical Equipment Safety – OTR Order Deferred


Notification:

S.O. 5179(E) dated 13 Nov 2025


Ministry:

Ministry of Heavy Industries


Deferred Until Further Orders:

  • Machinery and Electrical Equipment covered under the OTR Order, 2024

  • Assemblies, sub-assemblies, and components


The Government will use this time to strengthen testing infrastructure and reduce overlapping standards.




4. Seven Metal-Sector QCOs Rescinded


Notification:

Orders dated 13 Nov 2025


Ministry:

Ministry of Mines (MoM)


The following QCOs have been rescinded:

  1. Primary Lead QCO, 2025

  2. Refined Zinc QCO, 2025

  3. Refined Nickel QCO, 2025

  4. Tin Ingot QCO, 2025

  5. Nickel QCO, 2023

  6. Copper QCO, 2023

  7. Aluminium and Aluminium Alloys QCO, 2023


This benefits several user industries relying on imported metals.




5. Viscose Staple Fibre (VSF) QCO Rescinded


Notification:

S.O. 5267(E) dated 18 Nov 2025


Ministry:

Ministry of Textiles


Rescinded:

  • Viscose Staple Fibre QCO




6. Structural Change: Iron & Steel QCOs Shifted to Ministry of Steel


As per the Office Memorandum dated 4 Nov 2025:

  • All work relating to HSN Chapters 72 & 73 is transferred from DPIIT → Ministry of Steel.


13 existing Steel QCOs will be withdrawn once the Ministry of Steel notifies its corresponding QCOs. These include:

  • Ductile Iron Pressure Pipes & Fittings

  • Steel Tubes

  • Malleable Iron Shots & Grits

  • Centrifugally Cast Iron Pipes

  • Miscellaneous Steel Products

  • Drums & Tins

  • Bolts, Nuts & Fasteners

  • Cast Iron Products

  • Precision Roller & Bush Chains with Sprockets

  • Steel Wire/Strands, Nylon Wire Ropes & Wire Mesh

  • Cookware, Utensils & Cans for Food/Beverage

  • Cross Recessed Screws

  • Stainless Steel Pipes & Tubes
